Calling all football history experts...
Looking for some help settling an argument. There was a 6 year span of instant replay from 1986 - 1992 before it was done away with until again being reinstated in 1999. During this time period (1986-1999), whether or not plays were reviewed came from the booth and the call was made by a referree in the booth. What were the rules during this time as to what plays were "reviewable?" I'm looking for clarification specifically on pass interference penalties.
Between these years ('86-'99), was the booth able to overturn a referrees call of pass interference???? What other plays were reviewable, such as face mask, offsides... etc.????
