You are probably right but depending on roster size he is not a bad stash and hold.With Tolbert & Cam getting all the GL action. Where is this from? Tolbert is not a full time back. I also don't think Tolbert would take over as the lead back if Stewart missed time. I think he would remain the full back, and get an extra amount of his special plays sprinkled in.
