And there was vast public disapproval at the time, that had political consequences, which was why he lost to Carter. And if Hillary were to be pardoned before she took office, her presidency would be over before it began - and should she could still be impeached, a pardon has to do with criminal offenses, not whether the president can be removed from office.

Barry Goldwater and some other Republicans elders made a personal visit to The White House and told Nixon it was over, and he had to step down - after that he couldn't have continued. Clinton was impeached for parsing words in a civil suit that was eventually dismissed and left office with very high approval ratings (the American public didn't care about the blue dress or his affair with Lewinsky).
