An interesting question, but I cannot think of a similar COL city that has enough of my industry's presence to not be a downgrade professionally.  Maybe Minneapolis, which would need about 50% increase to deal with the cold/increased travel expenses. 

 
Tough call.  There are a lot of variables:

Does your spouse work (will she be able to find comparable work/salary in the new location)?;

Age of kids (when they are very young it is easier to move than if the kids are established with their friends);

Own or rent?;

Do you live near other family members (siblings/parents) and are you a material part of their support group)?;

Not to mention type of job and your ability to acclimate to new area/people.

 
Depends where you are moving from and to.   If you are moving to places in California many would need a 100% increase to sustain the same lifestyle.

 
Asking for a friend...

Assumptions:

- The new position is equivalent or a small step in your career progression.

- The new city is the same cost of living as where you are now.

- You have no friends or family in the new city, and the closest friends / family are a 10+ hour drive or a flight away.

- Your partner (if you have one) can do their job remotely, keeping their current position, although working from a distance would put a damper on their career prospects.

- The new location has basically the same amenities and cultural opportunities as where you are now.

Not for nothing, but COL was stipulated as being the same. 

 
Good question...  makes me think about what "potential" could be had in a relo ...

For me, minimum 20% to consider relocation since I am single income household (3 almost grown kids - 28, 21, 18).  Depends on how several factors.....  all revolving around the quality of life in the new area...  shopping, safety, growth, housing, traffic, etc.
