Why Herbert over Johnson when Johnson out snapped him last week?

Don’t know just reporting on espn fantasy leagues his projected score shot up. It’s a complete crapshoot on that team running backs. Assume it’s his opportunity has increased. If Johnson was the clear cut best runner he’d be their starter at this point doesn’t take long to know with that position.
