Much of the legal and civics vocabularies are Latin-based, if not Latin.I don't know why some languages get some benefits over others.

We're talking about what the Latinos speak.Quite a few languages stem directly from Latin (French, Italian, Spanish, etc.) and a very large amount of English vocabulary comes from it. It seems strange to compare it's use to Spanish alone or any other modern language for that matter. The history and influence is completely different.
