Colbert is the #2, Carter is the big play guy, but neither will be worth a roster spot. Jarrett got behind in training camp with a minor injury. He was inactive last week because Carolina only had 4 active WRs, and the 4th spot went to Ryne Robinson who is returning punts. I would be surprised if Jarrett has any impact this year.

Carter is clearly the best of the group. The guy is faster than Steve Smith --- yet, he has had a hard time staying healthy. I think he's worth a flier as a WR3 (or 4) in most leagues.
Colbert started the game as the #2 WR. Carter's first TD was a 3rd and 8, and he was in there as the #3 WR. I'm not sure about the other TD. It came on a 2nd and 9, and he may have been the #3 WR there as well. Jarrett was inactive.
Really, the only thing I can say for sure about this situation is that it won't be consistent.

To answer your question, yes, yes, and ~yes. They all are, have been, or will be #2 this season. If you've got space to stash someone on your roster, I'd bet on Jarrett. Colbert started at #2 and didn't do much.Carter came in a couple of times, got open, and scored (he still catches the ball with his body though so he's always going to have drops)Jarrett will most likely be #2 by about game 8 (yes, he did get injured in camp and is coming along slowly, but if Carter and Colbert don't start putting up #2 numbers, expect to see Jarrett in there.)
