Who was at fault on missed handoff to Crowell at end of 3rd Q (1 Viewer)

I was just watching the replay of the Browns game. I think on the last play of the third quarter there was a miscommunication. Hoyer puller away from center and pivoted to the right. Crowell started to the left. I was wondering if anyone ever said who was in the wrong there. Seems rather important to me. If it was Hoyer, he might have cost Crowell a third touchdown. If it was Crowell, he might have cost himself some future opportunities.

Imagine the hoopla if Crowell had scored 3 touchdowns last week? It was THIS close to happening.
