I am not sure a out that part, but I remember a game last year where they wanted to challenge the spot to make I like 4th and 2 instead of 4th and inches and they wouldn't let him challenge

For a first or to reverse a first. Can't just challenge a random spot to make it 3rd and 4 instead of 3rd and 2.
