Sounds like they can have a max. of 65 total (lose 20 total in a given year) but can only sign a max. of 15 kids instead of 25 kids.

Penn State might as well move to becoming a community college, that's how relevant they are now. Trustees are not going to prop up this institution near in the way they have done so in the past. Unless you are a local and/or support pedophilia, why would anyone go to this program?
