I'd think the main unfortunate thing for the "little guys" is that none of these games are at the big league stadiums, so they don't get the big purse. That said, its still awesome for a smaller club like Sutton - I think I read in the 5th division - to welcome a club like Arsenal to their grounds. The local supporters and club officials have to be pretty excited. Chelsea sold Oscar, MIkel, Ivanovic and Bamford, bought no one so far. United sold Schneiderlin and Depay, West Ham sold Payet. If you don't count Gabriel Jesus, a deal announced last summer, I think the biggest in-bound acquisition by an English club this window was Leicester City buying Ndidi from Genk (looked it up, no idea otherwise.) According to Transfermarkt, England was about 800mil Euros in the red this summer on spending of 1.4bln Euros. So far this winter, England is about 50mil in the green. That may change quite a bit by the end of the day tomorrow, but the rumor mill seems rather quiet.
I think a few European countries have an extra day or two into February. The new giants in China have no window, so outbound transfers can happen at any time. I don't follow the rumors much anymore, but I don't expect the PL to stay net positive.
