Most other utilities will be similar. Most states that I've worked in have the state's utility commission in frequent contact with utilities. I know NJ is very proactive and MD is to a lesser extent.
Here is our FAQ on outages. Your local utility should work pretty much the same way.

What's frustrating is that they have great incentive to try to save face and it becomes impossible to know what the actual road conditions are. They'll go on and on about how the roads are still treacherous even if it's just slushy out so that they can try to justify all the schools and governments being off.With this huge storm fail, at least the weather babes get a lot of airtime trying to explain how they got "their" prediction so wrong.

Massive flakes just started back up for me.Sleet line just hit me in Hoboken, just west of NYC. It was supposed to stay literally 100 miles south of me.
