I searched for "The Worst Rock and Roll Records of All Time" and the suggested result on Google had Dylan's Self Portrait at #3. It's not a great album by Dylan standards but it's certainly listenable and fascinating in its own weird way.In the late '80s I had a book called "The Worst Rock and Roll Records of All Time." IIRC, they only included stuff by artists that they actually expected something from, because "any schlub can make a wretched record." Charlene qualified because she was mentored by Stevie Wonder (!)
I'm not counting hits in other country for mine. If an artist only had 1 album but multiple hits from it I may count it as a 1 hit wonders anyway, especially if I hate the other hits.I was going with US hits - and the Wiki does clarify that groups that have hits in other countries but only limited success elsewhere may qualify.
