I think it depends on the money. Pittman (in my opinion) is not a #1 WR. That's the role he has in Indy, but he's ideally a #2. So I think they don't want to give him anything close to a true #1 deal. I could see something in the 15-20 mill range, but he's not gonna want that. I kinda feel similarly with Tee Higgins, but Higgins has a little bit more upside, I think.
Truth be told, I'm not certain he's a better WR than Downs long-term. Of course, with a QB on a rookie deal, its possible they'll overspend to keep continuity.
Fantasy wise, Pittman has been a solid WR2 and that isn't gonna change this year. Minshew is a great QB for a WR like Pittman.
