I don't see how Tampa Bay can't be at least the 2nd best team in that division. I guess if you go off 2017 and assume no one is better, healthier, etc then sure, Tampa is likely to finish second to last in their division.
If TB can squeak one of those games out and be 1-2, how is that any different than how NO started last year? Or if they start 3-3, then they're on pace with last year's Super Bowl runner up.
ETA:
IMO this division is ripe for the taking. NO is aging at QB and this could be the year that Brees regresses. They also are without Ingram for a chunk of time. I don't know what to make of NO TBH. Carolina I have zero faith in unless Cam has fixed being Cam. Atlanta is solid, good defense and a potent offense, and my favorite to win the division, but they have their own warts.
I love that people are under-estimating Tampa and even Tennessee. I could very well be wrong, but I find it hard to believe there isn't a lot to like about this team. The potential is definite there. If Winston decides to just be a bum then sure, this team will falter and then they need to make changes to take advantage of the offensive weapons they have. A lot rides on him being healthy and performing at the level he's capable of
